The agenda item seeks to introduce various parking restrictions to deal with a number of parking problems in Osbaldwick and part of Murton.
As Ward Councillor I reject the premise of the report and object to ALL of the proposals numbered 1 to 3.
Background.
Virtually ALL the current parking issues in Osbaldwick and part of Murton can be traced back to decisions made in recent years by City of York Council (CYC) and as such I seek solutions that have the least possible impact on council tax paying residents.
Parking issues on Tranby Avenue near Hull Road were created by CYC Highway Regulation when Respark was imposed on the Badger Hill residents to alleviate University and Archbishop Holgate’s School parking, the problem was predictably just shoved across Hull Road into Osbaldwick and part of Murton.
I continue to believe this was a malevolent act on behalf of CYC in furtherance of the aims of CYC to impose Respark across the city.
Parking issues outside the children’s nursery operation on Murton Way can be traced back to the original planning approval over 20 years ago and the lack of enforcement of use of the turning area for drop off/pick up within the curtilage of the business operation, parking of staff cars in and around this nursery create problems.
A private garage repair business in the immediate vicinity uses the public highway in Osbaldwick Village as an extension to their business premises creating problems with vehicles dumped in the highway during working hours and sometimes beyond.
On Murton Way/Outgang Lane parking of staff cars, taxis and vehicles awaiting servicing from another garage/taxi operation are dumped along Murton Way now reaching the junction with Tranby Avenue in one direction and often parked on the Murton Way verge heading to Murton completely blocking the only footpath.
The problems at this location can be traced back to CYC Highway Development Control and the lack of knowledge demonstrated in reports to planning committee when not flagging up parking capacity concerns, due in no small part to Highway DC not knowing the extent of car park allocated to that business - no site visit!
Similarly the very minor problems of overspill parking on Osbaldwick Link Road can be traced back to CYC Highway DC and the obvious parking issues created when premises were converted to NHS use relying on use of the B&Q car park two hundred yards away!
On a weekend there are no problems on any of these sections of highway except for the University related parking on Tranby Avenue when student vehicles can be dumped for weeks on end, this clearly demonstrates that the problems are created by businesses indifferent to the local area and NOT local residents.
Option 1
I object to all the proposals and if advertised will similarly object and will seek the opposition of Osbaldwick and Murton Parish Councils along with as many residents as possible.
Most will agree that something needs to be done but most by now know full well that Double Yellow Lines DO NOT WORK merely moving a problem further along the highway network without actually solving anything.
Annex A - Object.
Restrictions on Osbaldwick Link Road are not needed they were taken off over a decade ago to clear the road of unnecessary markings and the forest of poles that were up at the time. I’d suggest Highway Regulation/Development Control sort out the issue of one or two cars on the verge outside the NHS/TEVW operation perhaps by reviewing the travel plan again? Failing that stick another bollard or two on the verge.
Annex B - Object.
A Clearway restriction all the way to Murton Village is just ridiculous and only needs to extend as far as Holly Tree Farm.
Annex C - Object.
The proposed extension of Double Yellow lines Eastwards along Murton Way is an admission of failure as to the previous pointless length of DYL that CYC imposed on the area a few months ago, just as I predicted at the time all CYC Highway Regulation achieved was to push the problem parking further down the road interfering with the ability of residents in Beckett Drive to get in and out of their street. Currently the overspill parking from the garage/taxi operation on Outgang Lane stretches on some days all the way to the Tranby Avenue junction.
Perhaps if Planning Committee and Licensing Committee had listened to local knowledge this situation wouldn’t have arisen, but now it has I wish to see a solution and not more of the stupidity of chasing these vehicles down the highway with DYL.
Prior to CYC Highway Regulation ignoring local knowledge the last time they had DYL daubed on Murton Way I presented a petition with the frontagers on this section of Murton Way happy to support Clearway restrictions with suitable timings.
Annex D - Object.
I object most strongly to any further despoiling of Osbaldwick Village Conservation Area with pointless DYL restrictions that once again will only serve to push the problem of business related parking further along the highway.
Ludicrously one reason seemingly advanced for DYL is not to restrict the ability of the businesses to load/unload so the problem outside the nursery would remain of vehicles stopping to pick up/drop off children would remain?
I have spent two decades trying to protect Osbaldwick Village Conservation Area from the worst excesses of CYC and will object at every stage to these pointless proposals which ultimately if followed would see all of the conservation area daubed in DYL in quick succession.
If extended DYL were imposed at these locations they would unduly impact on the activities of St. Thomas Church.
Annex E - Object.
This is NOT what I have been suggesting.
Using the bus route as justification I have been requesting consideration of an Urban Clearway along the WHOLE of the bus route through Osbaldwick with timings to cause the least possible inconvenience to council tax paying residents ie. 8.30 - 10.00 am and 3.30 - 5.30 pm.
Annex E shows only part of the route with wrong timings.
If the whole bus route was included then the all day dumping of vehicles by businesses AND the University related parking on Tranby Avenue could be solved in one go with the least possible inconvenience to residents and St. Thomas’s Church.
Businesses would have to adapt and adopt different working practises.
I request that Highway Regulation produce a map showing an urban Clearway across the whole bus route in Osbaldwick with my suggested timings that can be put out for consultation.
I know what the majority of residents would wish to see and thats a solution to these issues and not merely a CYC Highway Regulation non-solution of moving the problem along the highway.
This can be done expeditiously with advertisement through normal means or I will run a petition.
An urban Clearway could also be introduced with a minimum of appropriate signage instead of the awful impact of DYL.
If those concerned at CYC refuse to look for a sensible solution to problems NOT created by residents then it will reinforce my view that this chaos is being deliberately created to further the aims of CYC to impose cash generating Respark into Osbaldwick.
